Why is it that almost every newspaper article must have a horrible pun
for a title? [1]

Where do they come from?  Is there a dictionary of horrible puns ready
for reuse?

Do article authors write the puns themselves?  If yes why?  Is there
some corporate pressure?  "If you don't give your articles horrible
punny titles, you'll get fired"?  If not who does it?  The editor?
Proofreader?
