Do you think deter means to discourage, make less likely, cause
difficulties that may cause someone to stop trying?
Or do you think it means prevent, stop totally.
"Fear of capture and punishment deterred him from accosting the woman."
Does that mean for sure he didn't accost her. Or does it mean maybe he
didn't do it when he was in his normal mood, but when she provoked him
the deterrence was less than the provocation?
